The first place to look would the bypass valves. If they are not in the right position, then water cannot get into the tank. Make sure those valves are in the correct position to have the water flowing properly.

Next up would be to check your wiring. The multimeter should read +12 on the orange or white wire when you take a reading. Then if your green ground wire does not read +12 then you have an open ground wire. The green wire is at pin 6 next to pin 4.

You are not done yet as you should check the voltage coming to the water heater as well as the continuity at the element. Any one of those parts can fail as can the control board. it will take some time to find the source of the problem as it could also be the automatic starting system that has gone bad.
